He needs to have understanding of the various stakeholders, process, procedures followed in IT PMO. An IT PMO office typically has staff that is responsible for defining the processes, managing those processes, providing governance etc, very often the same setup has Project Managers who are responsible for directly managing the projects while complying with these processes. If a candidate has had experience in either of these roles can fit the current position. Such candidates will understand processes such as Project Prioritization, Resource planning and forecasting, budgeting, reporting etc. The candidate will also be familiar with some of the common project management tools such as MS Project, Primavera, Teamplay, Planview, Clarity etc. More often than not the candidate would have used the tools only for project tracking purposes, which is still okay as long as the candidate is conversant with the proceses and has managed those processes outside of the tool.
