Thanks to Phil and Paul for helping me.  My problems were because...

1.  I was using the Customer Account Number, not the billing id (Paul)
when attempting to print/email invoices

2.  My billing record did not have an email address (Phil), as noted
above.

I'm going to create another test customer/billing record and see if I
can get it right this time :)
