Yes, citrus can handle those tasks, except for the client login to see a detailed listing of the work, right now that services part of the client login only shows the service description and doesn't show specific service information, but you could edit that to show whatever you need it to.
To add the hours worked amount into the bill you'll need to use the Usage Multiple field for that service. You'll make the service's price equal to your hourly rate and then in the Usage Multiple field you can put the number of hours worked. Then the billing function will multiply the service price by the usage and give you your total for that service.
