The path_to_citrus would probably not be the issue if it's not even
logging in.  Usually that problem happens for other reasons, maybe the
cookie isn't being set, the javascript isn't working, or the database
doesn't have the user table and data in it correctly.  If after you
login and then it loads the login screen, if you hit the refresh
button instead of logging in again, does that do anything?
