I just tried FoxServ's 3.0 package on my machine here and I couldn't get it to work either. It looks like it's not starting the session correctly and not saving the session file like php on windows is supposed to. I couldn't get it to work no matter what I did with the php.ini
I would try using something else like EasyPHP if you can. It has a newer version of PHP for windows and I know it works right.
