This problem is not related to CJK. Instead, it's a general LaTeX
problem.

You have to overwrite the font definition commands for the affected
fonts! For example, if you use the CM fonts, the following fix is
needed:
\DeclareFontShape{OT1}{cmr}{m}{n}%
{<5><6><7><8><9><10><12>gen*cmr%
<10.95>cmr10%
<14.4>cmr12%
<17.28><20.74><24.88->cmr17}{}
% ^ Here is the change.
However, you are not the first who needs such a solution. Indeed, the
proper package, fix-cm, is already part of the base LaTeX bundle. It
fixes both T1 and OT1 encodings for EC and CM fonts.
