does not hurt. However, having them in the incorrect syntax in
dvipdfm_dl14.map will choke dvipdfmx.
What you are calling the "incorrect" syntax is actually the correct
syntax, under non-CJK circumstances. Anyway.
What I request to "correct updmap-sys behaivor" is that at least
updmap-sys won't propagate the "incorrect" information about bkaiu
into dvipdfm_dl14.map

For any entry in cid-x.map like

is it the case that *all* the font names of the ttf files will start
with "foo"? Are the fonts always .ttf?
My idea is for updmap to check if a font name (foo) starts with
something listed in cid-x.map (foo@), and if so, omit it from the
regular map file.
