Correct.

Just provide a proper definition for the macro
\DeclareUnicodeCharacter is defining.

Of course it would be possible to do that; however, you won't be able
to access this with the CJK package -- for such cases you should try
XeTeX.  BTW, I'll soon integrate a compatibility layer so that my CJK
package usefully interacts with XeLaTeX's font mechanism.
