Quite often what has happened is, breeders have the hips xrayed and if they
do not look good, will not submit them to the scheme.  So you would end up
with an false "breed average".

I am answering late since my hard drive crashed a couple of weeks ago.

I have read everything I could on both OFA and PennHIP. After reading up,
common sense gives me a feeling PennHIP is the *better* way of
evaluating--possibly more so for larger breeds of dogs.  But of course this
type of *common sense* doesn't always turn out best.

For the last year or so I have been doing pre-lims on my dogs the PennHIP
way and OFA at age 2. I have also done OFA pre-lims on some of them as well.
I hope in 5 years I will have a meaningful answer.  At this point I have
little insight to add.  If I had to say something I would say my *gut
feeling* so far tells me that PennHIP is a better overall *predictor* of
hip dysplasia--both with that particular dog and maybe what it will give to
it's future offspring and also that PennHIP may not be quite as meaningful
with the smaller breeds of dogs as compared to the larger ones.
