I am completely with Judy on this one. Yes, absolutely this could be a bad thing. I 
feel that implicating someone off a list alone is hearsay and closely akin to a witch 
hunt. I'd be curious to know about the legalities involved.

I guess I'm not quite sure how you mean that.  Do you think this is a BAD thing?
Is there some reason people should NOT know how to file an ethics charge?
