In response to Jimmie's question about his electric fence not being "hot",
my personal experience is that it could be 3 things:
1. It's not hooked up properly with the ground wire going to ground (I use
a metal fence post and pound into the ground at least 12 inches.)
2. The wire is too fine to conduct a current that you can feel - I had to
use a heavier gauge wire for my dobies and boxers of the past to feel
sufficient current to deter them from attempting contact.
3. It is grounding out somewhere. It could be a blade of grass reaching up
and touching the wire, the wire could be touching a metal fence post, etc.
I suggest you get a hot wire tester from the hardware store and test the
wire itself. The brighter the glow, the stronger the current. If the glow
is light and flickering, the wire is too fine.
