To the best of my knowlege, you CAN do this but the dog has to live in
europe for 6 months before being admitted to the UK. It is not designed to
get around the quarantine though if you happen to have a friend in Europe
who will keep your dog and possibly show it, it is more pleasant for the
dog and certainly cheaper than quarantine.
