The only way we can be halfway sure that we are going to get a healthy dog
is to ask about testing; if we don't ask these questions and get them
answered, then how are we to tell the difference between dogs from a
responsible breeder and those from the backyard breeders, puppy millers and
pet shops? We make the assumption that if a breeder tests then they also
act on the results of those tests: no one in their right minds can expect a
100% guarantee of anything in a living creature, but at least give us the
credit for trying to start out with a fighting chance of owning a sound dog.

The UK Cavalier Club  advises "Those intending to purchase a Cavalier are
advised to buy only from breeders who test their
  stock.  Unfortunately, this cannot guarantee that dogs will be free of
MVD, but you will be  buying from someone who is doing their best to
produce healthy stock." So the advice is coming straight from the horses

Maybe some pet purchasers are confused in their beliefs regarding the
health of pups from tested dogs, but the fact that they ARE asking about
such matters means we are gradually getting the message through...
