Once a particular gene is isolated, of course, one can certainly base a
breeding program on that one gene...

Yes, if the gene is a recessive one since recessives must be homozygous for
a recessive trait to exhibit itself. That's how new breeds are started.
Well, usually--- there are a few breeds that are based on the heterozygote
(Blue Andalusian chickens for example and the hairless dog breeds) and they
are much more difficult to maintain since the desired phenotype will not
breed true.
