I wonder if the odor might be from tearing from his eyes. That has an odor I've heard described as vinegar-y and also like vomit, and when they're very teary it can be very pronounced. If your dog is a puppy he may grow out of most of it when his perm. teeth come in, in any case just washing his face with water helps and there are other, more elaborate things to do (try the archives) including a good website on Maltese? Bichons? someone will know.
