Not true.  Tatooing is done at clinics, dog shows, vets, etc, without
anesthesia.  I have had several dogs tatooed in the past and not one was
sedated.  They were rolled over on their backs, I held them, stroked them
and talked to them gently and they never moved a muscle while being tatooed.
