Patella luxation can be inherited or because the bones are too small (this
sort can correct as the puppy grows) or can be due to injury (similar to
football players "blowing out a knee"). A swimmer puppy is more apt to have
luxating patella's that correct and I suspect that the knee problem is due
to the stress that being a swimmer puts on the knees and not inherited.

You never really know for sure on knees unless you've followed the
appearance of patella luxation through carriers from one generation to the
next (it should go without saying that you don't use a dog with bad knees).
And all vets are not created equal when it comes to checking knees in a
young puppy. There are ones that never find anything, ones that are so rough
that they make a problem where there wasn't one, and ones who are very
gentle & very good at checking the knees.
