They can't, but then again an awful lot of judges don't care. I have seen a purple/blue Cavalier go Winners over some really nice competition several times in the last year. And many are glow-in-the-dark white. They are blinding! This is not natural or normal as a Cavalier's white is supposed to be a pearly white. I've known people who mentioned it to the judges--each time the judge replied *I don't care about that, I thought that dog was the best dog in the ring so I picked it*.
