I believe that the US Senate passed a bill the would do many things to
in-home breeders.  That bill now has to go to a House-Senate conference
committee to iron out differences.   It is not a law as yet.  The bill would
amend an existing law and add several provisions, targeted to puppy mills,
but unfortunately also effecting in home, non commercial home breeders.  You
