It was my understanding from some info I got from a couple other people, that a bill passed the Senate that, while aimed at puppy mills, would also affect hobbyist breeders if they produce more than a certain number of puppies @ year, and those breeders would now come under USDA control. The bill must now go to a joint committee of the House and Senate to reconcile the versions both passed, and then it goes to the President. It's one of those bills where the intentions were good, but that has effects that no one ever thought about due to the fact that most members of Congress know zero about dog breeding.
