When they modified an agent to be "stabilized"...they are trying to make
sure the agent does not release the "oxygen molecule" before it it time to
be used.  A good example is when you mix chlorine "bleach" with water to a
produce a disinfecting 10% solution...this solution only have a level of
disinfecting qualities for one day due to it being unstable.  Both agents
work by the principles of oxidation and thus in theory, would be capable of
creating free radicals.
