Have you thought of crate training hm?  My first Cavalier used to yowl
when I left her for a few hours when I left for work in the morning,
only to come back home during the noon hour to have lunch with her.  I
taught her to stay in a crate when I was gone, as I have done with the
other Cavaliers I have acquired/bred since she first joined our
household.  The solution for her and for me was to make a party of when
I leave in the morning, and then when I leave after the noon hour.  When
I leave her during these times it's biscuit time and nap time and now
she just loves to get into her crate!  She and my other dogs exhibit a
level of impatience when we are home for the weekend, they so look
forward to their cookies and nap time when we leave. Crate training
works perfectly for all of them.
