Why would an owner try to obtain registration in the club and akc for that
matter knowing that isn't allowed?   I have a 3 yr old blenheim cavalier that
came from those very channels, whether it was a puppymill or back yard
breeder, and I simply submitted the documents he came with, and told the club
registration department exactly how i got him.  I aked if his paperwork would
allow for a PEN number so he could do obedience etc., that would be great.
He now has a PEN number and is welcome to perform in those events and no
rules are broken.

There will always be people who try to falsify paperwork, or submit papers
that can technically satisfy the rules for registration knowing it isn't
allowed.  There might even be well known breeders in both areas that have
foundation stock from puppymills outside the U.S. and everyone knows it.  But
is that what "we" want for ourselves?  I've been introduced to cheating in a
few places, including overhearing an exhibitor show someone how nice her
cavaliers tail looked after having the tendons cut so it wasn't held so high.
 To some people the competition is worth more than their cavaliers and their
own integrity.
