The Breed Standards are "owned " by the Kennel Club Myra and as such can
only be reprinted in our Yearbook for instance having obtained written
permission from the KC. They have just brought in a rule that we have to
apply for permission on an annual basis (yet another letter to write!! VBG)
The Kennel Club consists of about 800 members and I don't know how many
associate members.
If the KC consider making changes to a breed standard they will consult that
breed's committees or breed council for suggestions in wording but the
ultimate decision is theirs (Kc) to make
Code of Ethics on the other hand -any member of a club - be they breeder,
exhibitor or pet owner can put forward suggestions. It then depends on the
individual club how that is dealt with. Some Clubs have to circulate all the
members, others it can be proposed, seconded and voted upon by the members
who attend the AGM.
the Code of Ethics  has to go to the KC.for approval with the annual
returns.
The Kennel Club also has it's own Code of Ethics which we should adhere to.
