I wouldn't think that a Cavalier would have the size to be a service dog. Therapy dog yes, service dog no. This may have been a pet being taken for a walk. I have some that hate walks and look like you have tortured them when you put a lead on them. Michelle simply lies down after about a block and it's either drag her or carry her.
