Leanne, it sounds like a simple recessive. The chances of an affected pup from two carriers is 25% so one pup out of the litter would be the norm. However, in genetics there can be a whole litter affected as the probabilities are for each pup and not for the whole litter. Everything I have ever heard about rough coat leads me to believe that it is a recessive with threshold, meaning degrees of severity. However, it may be the tendency that is what is inherited and environment may play a major role in manifestation of the defect. After all, the tendency for alcoholism is apparently inherited, but if the person never takes a drink, they'll never develop the problem.
