I believe it does not border on fraudulent but crosses the line. That web ring is for Cavalier King Charles Spaniel breeders not mutt breeders. Her statements are misleading and I doubt that the person (ring master) knows what is going on. If they do know what is going on then they should correct it immediately or the rest of the reputable cavalier breeders may decide not to be included in that particular ring.
