The difference is that with a disqualification, if noticed by the judge, the
judge MUST mark his book and then explain to the exhibitor why he is
disqualified and then send him out of the ring with his dog.  If there is no
disqualification written in the standard then the judge should not send the
dog out of the ring and MAY consider him for awards if the judge deems him
worthy.

As a judge, I would treat this nude-footed dog as a legitimate exhibit and
fault him no more than other faulty dogs...perhaps even less because his
"fault" is not the dog's fault
such as cow hocks or saggy back because the hair will grow back and the
structural or cosmetic faults will remain forever.
