No, eliminated from competition, as Annette said means they are not competitive in the class and we are not to consider them in the placements. However, if I had 4 in a class, I would award the dog 4th place if it was not too bad, but could withhold the ribbon as well. It would depend on how bad it was. If it were a single entry, I may withhold the ribbon, as I would not want it back in the winners class.
