I agree here too Cathy.  But if a person buys a show potential puppy for a
higher price than a pet puppy and THEN wants restitution because the puppy
didn't turn out, then the puppy should be spayed/neutered.  If they want to
keep the puppy and don't want restitution, then leave the puppy intact, and
after time, study, and proper testing, breed it to hopefully produce better
than it's self.
