Ether produces general anesthesia by inhalation.  General anesthesia has
several stages (in surgical anesthesia, the goal is generally to get to
stage III and not into stage IV; euthanization would progress through stage
IV):

Stage I:  Loss of sensation of pain
Stage II:  Loss of consciousness
Stage III:  Loss of spontaneous respirations
Stage IV:  Loss of blood pressure

Obviously it is important for the administrator to minimize inadvertent
inhalation.
