Private facilities that depend on volunteers and donations to exist often
charge high adoption fees.  They need the money to stay afloat.  Shelters
that are funded by tax dollars have a constant, consistant source of steady
income.  Additionally, many private shelters ask for a dog what they have in
the dog in the form of vet care, etc.   The Atlanta Humane Society here in
Georgia is the largest shelter in the state.  It is a wonderful place and is
a multi million dollar privately funded shelter.  They often place dogs by
sealed bids.
