I don't think I want to know why you wrap a hamster in cellotape. My dogs are terrible hunters as it is -- encouraging them by placing a small, furry rodent in a closed ball would not be my choice of how to exercise the dogs, not to mention the terror that a poor hamster has of dogs chasing them and in a ball ,the animal would have no chance of escape. Imagine the horror of rolling upside down and all around with huge (in comparison to the hamster) predators in hot pursuit. I would imagine that bouncing down the stairs could cause cerebral hemoraging. I can think of many other ways to exercise dogs.
