I know nothing of the history of this dispute -- other than the facts of the CKCSC USA not being a part of the AKC and nothing about why such a state of affairs has persisted. Many many organizations skate that fine line because prosecutions are extremely rare and because what's legal and what's illegal "restraint of trade" has changed so much over time.
