I believe it has to do with the legal aspects of the incorporation of the club in 
Kentucky. It says in some of the legal stuff that, and I'm paraphrasing from memory 
"any issue deemed to be an "important Matter" by the BOD HAS to go to a vote of the 
full membership"  Since this is in the bylaws or constitution or whatever it is 
technically called legally the club HAS to put this to a vote of full membership 
because the BOD at some point DID deem this to be an "Important Matter" in one of 
their meetings and it was so noted in the minutes.  I believe the full text of this 
portion of the club rules is posted on the CKCSC club site.  I'm sure one of our 
lawyers could explain this better then me.

What it boils down to, as it often does these days, is it is not a matter of right or 
wrong its the law.
