Oxyclean is Potassium Hydroxide, which is caustic.  This notation is about Potassium 
Hydroxide:

"As it is caustic, strictly follow the warnings on the bottle and observe the usual 
precautions to prevent it getting on the skin or in the eyes, mouth etc."

The following is from the Oxyclean MSDS:

FIRST AID

Contact with skin:  Wash skin with mild soap and water.
Contact with eyes:  Flush with plenty of water. Get medical attention if irritation 
persists.
Inhalation:  Remove to fresh air.  Obtain medical attention if irritation persists.
Ingestion:  Do not induce vomiting.  Keep patient at rest and call a physician 
immediately.

TOXICOLOGICAL PROPERTIES

Contact with skin:  Irritating to skin upon repeated or prolonged contact.
Inhalation:  Mist can cause irritation of mucous membranes, coughing and difficulty in 
breathing.
Ingestion:  May cause irritation of mouth and throat, nausea and vomiting.
Eye contact: Will cause painful burning or stinging of eyes and lids, watering of 
eyes, and
inflammation of conjunctiva.
