It's transmitted blood to blood (hence mosquitoes get blood from an infected person and pass some along to the next bitee).
Having it in your blood does not make you sick -- necessarily. Less than 1% of persons infected with West Nile virus will develop severe illness. The CDC has a very informative FAQ at http://www.cdc.gov/ncidod/dvbid/westnile/q&a.htm Dogs can become infected if bitten by an infected mosquito but so far there have been no cases of dogs developing the illness. There's no evidence that the virus is in saliva so a bite is not likely to spread the infection.
