I have a 24 inch puppy pen.... one 12 week old puppy can jump out already...
 I use a 30 inch pen for the older ones, and a couple jump out easily.   36"
keeps them in 100% but is hard to lean over and reach in.   I settle for the
30"....   You can get a top for them, too.

I love the rover enclosures!   You can expand them and configure them however
you want. I make big ones for the little puppies so they can run around.
They clean easily, and store compactly.
