Are you sure you're changing the clamd.conf file that the installed
version of clamd is using?  Try:

find / -name "clamd.conf" -print

You should only find one (well, 2 if you installed from source).

You may also want to try "clamd -c /path/to/clamd.conf" when starting it.

As the documentation tells you - clamscan is a standalone scanner. 
Clamdscan uses the daemon to do the actual scanning.

The main benefit is startup time - it's a lot faster to use clamdscan
than clamscan if you're doing lots of individual scans (such as on a
mail gateway).
