Well, one possible solution would be this:

mv /usr/sbin /usr/sbin.bak
chown clamav /usr

but for some obscure reason that I don't have to time to explain right
now, I *strongly* recommend that you do not do that.

The best solution is to keep the default settings (hint: man 5 clamd.conf).
