What happens if you try to open that link in your browser? Your browser should 
offer to download it to a file - if it fails at the same point the problem is 
not likely to do with freshclam. But to eliminate the possibility it is your 
system, substitute us for ca in the URL and try again. If it succeeds in 
downloading you may be better off using a US site as a short term fix.
