And that's the reason freshclam was choosing it as the first mirror all the time. Freshclam tries to balance the load by preferring mirrors with the lowest number of downloads. Then, when it fails to connect to such a mirror, it should disable this load balancing and simply pick up a random mirror in the next attempt.
