my question is, why the client server try to download a file doesn't
exist in the mirror server?
because it can't smell that it don't exist before the 404 repsonse

there seems to be no common logic at all when there are cld and when cvd
files - safebrowsing.cld / safebrowsing.cvd is a good example where
clamd at start from time to time complains that both exists
