yeah distro specific crap besides that it does not help in case of
freshclam at all to disable ivp6 entirely

[root@srv-rhsoft:~]$ cat /etc/gai.conf

[root@srv-rhsoft:~]$ cat sysctl.conf | grep ipv6 | grep disable
net.ipv6.conf.all.disable_ipv6=1
net.ipv6.conf.default.disable_ipv6=1
