Howard-Harris Clustering in SAS?

I am hoping someone can help me find some SAS syntax to perform the
Howard-Harris clustering algorithm in SAS.  If anyone has any such code or
can point me in the right direction in order for me to program this myself,
I'd greatly appreciate it.
