I don't believe it is but I'd like to verify it by testing the two or else
finding a reference that says as much. So far, I haven't had much luck
finding a reference so I was hoping to test it but just running to two and
comparing.

If I remember right, Howard-Harris uses minimum variance. Is it vastly
different from Wards Minimum Variance Method, available as method=Wards?
