What I ended up doing is creating a helper subclass of URLClassLoader that has some additional methods (to wrap findClass() and the like -- an in particular to avoid delegation). Then I made VMClassLoader use this. This has the nice quality that it can handle any kind of URL without duplicating any of the code in URLClassLoader. We could bless this as an official approach and put it in the Classpath reference implementation. One other thing to put in this class is support for java.endorsed.dirs.
