I don't know why you can't successfully run japharh. It could be because
the java.net package isn't built however. I've got all sorts of build
dependency problems that keep my compiles from working right now.
I do know that the reason japharh is running during a build dist is that I
made the JNI headers and stub files dependencies of the .c files that
include them. This was the only way I could figure out how to make automake
build them appropriately yet not include them in the distribution itself.
Honestly, I don't have a problem with including those files as part of the
distro if necessary because I don't think they are platform dependent. At
least not for Unix like platforms.
