The Unicode spec covers collation, and the consortium has out a
technical report which covers the Unicode Collation Algorithm
(http://www.unicode.org/unicode/reports/tr10/index.html). Both should
be applicable to our implementation.
I can do the collation Java classes, if you'd like.
