I haven't seen the glibc manual. I do know that a C library manual is still
on the FSF todo list so it can't be that complete. I think it should be
possible to create a high quality reference manual from properly written
javadoc comments, plus some additional summary level documents and "glue".

True. I would not expect that to come from the javadocs.

I guess technically that might be true, but I think we can do most of what
we want from javadocs, at least from a reference manual perspective.
